David Scott Heier
David Scott Heier was born in Philadelphia, Pennsylvania on September 15, 1953.
In 1979, he was admitted to the bar of Ohio; 1982, to the U.S. Court of Military Appeals, U.S. Claims Court and U.S. Tax Court; 1984, U.S. District Court, Southern District of Ohio; U.S. Court of Appeals, Sixth Circuit and U.S. Supreme Court. In 2014, he was admitted to the bar of New York, Appellate Division, Third Department.
Education: University of Dayton (B.A., English, and Political Science, 1975; M.A., Philosophy, 1979; J.D., 1979). During law school, he was twice appointed by the student government as a student representative on the Law School Faculty Academic Affairs Committee, 1977‒1979. He also completed courses at the Ohio State University Graduate School, Master of Public Administration, and the Ohio State University Law School, 1984‒1985.
Employment: Served on active duty with the U.S. Marine Corps as a Staff Judge Advocate, 1980‒1983. Appointed Assistant City Attorney, City of Upper Arlington, Ohio, 1983‒1985. Entered private law practice in 1985 and served as Special Counsel, Franklin Township, Ohio, 1985‒1986. Opened New York law practice in 2016.
Public Service: At age 32, he became the youngest elected City Council member for Upper Arlington, Ohio, 1986‒1988. As a City Councilman, he served as Chairman of the Insurance Committee, 1986‒1988, and member of the Safety Committee, Audit Committee, Parks and Recreation Committee, 1986‒1988. He was the only City Councilman to also serve simultaneously as a member of the Board of Zoning, Upper Arlington, Ohio, 1986. Elected to the State Governing Board, Common Cause of Ohio, 1989. Served as member of the Board of Trustees and as Legal Counsel to the Board, Columbus Computer Society, 1984‒1993.
Military: Holding the rank of major, as a U.S. Marine Corps Reserve Staff Judge Advocate, he served as an Appellate Defense Counsel, Navy-Marine Corps Appellate Review Activity, Washington, D.C., 1990‒1992. He has served as an Infantry Platoon Commander, Company Commander, and Battalion Adjutant.
Teaching: Instructor of Business Law at DeVry University, 2002‒2003. He was a Law Instructor at the Ohio Peace Officer Training Academy, 1984. Lectured on topics of Family Law, Military Law and Computer Crimes to lawyers and other professionals. Instructor of Philosophy, University of Dayton, 1979‒1980.
Member: New York State Bar Association; New York State Trial Lawyers Association; Ontario County Bar Association; Monroe County Bar Association; American Bar Association; Columbus Bar Association (Family Law Committee, 1985‒2016; Juvenile Law Committee, 1985‒2016); Ohio State Bar Association (Family Law Committee, 1985‒2016).
In 2021, he formed the law firm of Finger Lakes Family Law PLLC, dedicated to serving the rural counties of the Finger Lakes region of Western New York.
